Abstract
On Thursday 9 April and Good Friday 1998, sustained heavy rain fell over an area of the UK spanning South Wales and central England. The resulting flooding made national news, but, more significantly, 4500 homes were inundated, five people lost their lives, and the cost of the damage was estimated to exceed £350 million (Bye and Horner 1998a).
